An economy’s infrastructure typically includes transportation and communication structures, warehousing space, roads, energy and water supply. But if in developed countries those elements serve to make the supply of goods more efficient, then in Russia those infrastructure objects were apparently designed to made the process more difficult.

For example, many states allow agrarians to hook up to the country’s electric grid and gas supply at no cost. Russia uses a regulatory approval system that, according to experts, promotes rampant corruption. The result is that agricultural firms must not only wait for months to hook up to the utilities network, but must also pay huge sums of money for the privilege.
